Open Core of the Dragon Academy (A Superpower RP)

No worries.
So a quick summary of where we are;
There'll be an assessment exam in 3 days RP time. You, students, are free to do more or less what you want, and advance the story at your own pace for the next 3 days.
I’ll just be practicing my new move, can be like walking around?
I had an idea to what that slowing time meant but i guess he could use just superspeed

Age: 16
Year/Grade: Year 11
Gender: Male
Appearance: Toby has a tendency to wear a orange mask with a swirling pattern that covers his entire face. This mask reveals no facial features but two brown eyes. He has short black hair and pale skin. He generally wears a black short sleeved shirt and a pair of heavily worn jeans. On his shoulder is a mark that resembles a gust of wind, four lines of which the first two curl up and the last two curl down. He wears bandages around his forearms that hide hidden blades.
Personality: Toby is a cheerful boy who always tries to see the best in people or atleast try to understand their actions, even the actions of villans. He tends to be very observant, being able to figure out a way to counter attacks within a short span of time. Although his mindset usually is to go through life happy go lucky, he has a serious side that usually surfaces in a fight or a serious situation. Some people even call this side his alter ego because of the complete 180 his personality took. He is not above killing someone but he only does so as a last resort.
Powers: Toby is capable to control wind, using it to either to attack by making sickle-like gusts of air to a shield of wind to short periods of flying.
Bio: Toby was 6 when he discovered his powers and quickly became isolated. His parents were eventually arrested to prevent them for getting more children like Toby. Even during his isolation Toby stayed positive, determined to make friends witth people. His uncle took him in after he got in a fight with some bullies and helped him control his powers to the best of his ability. Eventually his uncle could no longer help him to develop his powers and to prevent Toby's work going to waste, he decided to enroll him in the CoDA academy.
Current Guardian: His uncle Jack. He was born with wind powers and helped Toby control his own powers. He is currently without a job and will live on the island in case Toby feels lonely and needs comfort.

So... This power, does it affect your offensive power? For example, can you still land punches whilst in this form, or is purely defensive? Can your torture stare thing still take effect?
So, is this at any point whatsoever? No matter what sort of situation? Would a simple glance at the iris be enough?
And what sort of damage does this do to him? Is it a gradual thing, or a sudden negative effect that triggers upon three uses of the ability?
Apart from all this, your character should be okay
If Toby is intangible, he can't attack physically but he can still use wind powers or the illusions.
Eye contact that is longer than three seconds triggers the illusion if Toby allows it. If not, it won't trigger at all.
If Toby uses his illusions more than three times, his eyes start to bleed which can eventually lead to blindness, not to mention the searing migraines he gets after three uses. After going over his limit he requires extensive rest to allow his mind to heal, the damage to his eyes are only able to be healed by an ophthalmologist or healing powers.

That's true, if it is not allowed, I can make a new character if you want
The only real issue we have is that the powers scale differently to the abilities currently present in the Role Play and would instantly boost him into the higher tier of fighters. We're having a discussion about it now but I think most people would prefer another ability that isn't as OP and Tsukuyomi or Kamui.

Hey, @kyuukestu perhaps I could use that sap-swallowing telepathy your tree has to communicate? Seeing as I've copied her powers and am also growing these flowers, it stands to reason that this would allow telepathy between Echo and Celia. This cool with you? I don't want to accidentally misuse her abilities
You could use it like that, but that works through ingestion some of Celia's leaves, Sap or buds from her main body so that some sort of connection forms.
Huh well her 'power' is the ability to create the bonds, it just uses her sap because her species is a tree.
Think of it like the ability to create blood contracts, except sap is her blood. At that point you wouldn't really be copying her power, instead you'd be turning Echo into a tree. For Echo all that's requires would be a more flesh and blood equivalent, eg. Strand of hair
Huh, that does make more sense, I'm pretty sure I just misinterpreted the way the thing works. In that case, I'll just have to see if I can find some way to get Echo to activate said bond through other means, so she can speak normally

Appearance: Dark brown skin with light brown eyes and black feathered like hair with strands of dark blue mixed and she has black claws on her feet. She also wears dark blue glasses. She wears a blue sweater and black shorts with black worker boots.
Personality: She's kind of a tomboy and a nerd as well. Often, she keeps to herself, only interacting with others if they initiate the conversation. Being the introvert that she is, she sits alone most times, having no friends of her own. Sometimes she tries to keep things to her self, like her anxiety and low self-esteem, thinking she would just be putting a burden onto everyone else. Even when she gets bullied, she never really gets angry with them unless they pick on someone else. This is only on rare occasions though and you can mostly find her drawing outside somewhere by herself. Speaking in front of the public isn't something she prefers and she often avoids it at much as she can. She never uses her powers unless she absolutely has to. Although this is something that cannot be done all the time. She must spend a little while in each form or the transformation she doesn't use as often will weaken and using her human form won't be as accessible to her long. Basically, the time she spends in each form varies based upon how long she stays in one of them.
Powers: Sarah's power is all about having two forms, one is human and the other is a Pheonix. She is also able to breathe blue flames and manipulate it. Sometimes, when she is angered, her transition happens naturally and her flames were uncontrollable and surrounds her in a blazing inferno. Her eyes turn white and glow without pupils.
Bio: When Sarah was 12, she was apart of the experiment where animal DNA was injected into the children. The reason it was tested on children was mainly because they wanted to figure out how their powers turned out once they had matured and grown older. Apparently, the facility the experiment was preformed in had a black out. This lasted for half an hour which had given her enough time to escape. Once she had successfully made her way out, she traveled back home to live with her now widowed mother. Soon after, she was sent back to a regular public school months later, she encountered a relentless group of bullies that talked about her every time she came around. It got to a point when she couldn't take it anymore. Transforming, her anger fueled her powers, this caused more damage to the environment than she expected. When this incident was reported, her mother decided to send her to CoDA in order to help her learn how to stabilize her emotions and help to better socialize.

Appearance: Clark is a very slender fellow with Brown hair, Ember eyes, and brown skin. He almost always wears a white T-shirt that says 'Fireball' on it. A Jacket is tied around his waist, and he wears blue jeans. His shoes are brown leather boots.
Personality: Clark can be very sarcastic at times, and sometimes even Creepy. Hes known to be hardened, making him a cold hearted person. He denies that he has a good side to him, and never looks on the bright side. This makes him come off as Gloomy.
Powers: Light Manipulation
Bio: Clark used to be a Happy and go lucky kid, until he found out what LIFE was like. Day by Day, He slowly turned more and more depressing until he simply had no emotions left except depression and sadness. He can Manipulate light, making it very useful when he needs to hide in the shadows. But still...Nobody can trigger any of his emotions...
