I watched the movie to avoid those spoilers. Even though the movie is full of Endgame spoilers
Given then most of the nations have a team, or will soon be filled with a team (Based on my knowledge, Iwa and Kumo have pending characters), I'm considering that any new characters will be allowed to join a 'full' village, but instead of genin, they'd join as the Chunin team leaders.

Apis Regina:
Apis Regina is a Hiden that must be started at birth to have any effect. Mimicking the way Queen Bees are raised with Royal jelly, Apis Regina requires the user to be fed and treated with special royal jelly at the moment of their birth.
This process alters the body, fostering the growth of honey and wax-producing glands which give access to Honey release. Apart from Honey release, Apis Regina grants the user more Bee-like traits.
These traits can be emphasized through the [Coronatione Regina] technique.

Appearance: Shuju is a short boy, often getting confused for a 9 year old and it bothers him to no end. His entire clan is composed out of short people, 5'5 is the average height of the men in the clan whilst the women are even shorter at 5'3. He has short red hair and fair skin, his clothes are completely gray, although it is unknown if this is their true color or the result of him helping out his clan by smelting iron ore and the soot of the oven staining his clothes. His blue eyes are bright, often getting compared to puddles. He wears a rather unique weapon with him, a short bo staff that is covered with a copper layering.
Personality: Getting mistaken for a young child his entire life, Shuju reacts pretty defensive when people talk to him. His short temper doesn't help either, as he gets offended pretty easily when someone comments on his appearance. A hard worker, he is determined to prove to everyone that size doesn't equal strength and that even the smallest of people can make an impact. Not one for jokes, he can come off as a mean person, but he means well.

Mineral Release: A Kekkei Genkai found only in the Akai clan, this allows users to control minerals in a similar fashion to Magnet Release although even minerals that aren't magnetic are capable of being used. With training, more minerals can be used more efficiently. These minerals have to be as close as possible to their natural state for young or beginning users to be used as efficiently as possible, rendering the iron used in weapons generally useless when trying to control it, usually ending in a more pliable kunai that is still sharp or something among those lines. More experienced users can use modified minerals easier, although each individual seems to have an affinity for a different mineral. For example, Shuju's uncle controls iron with ease whilst his father controls cobalt without any issue.

How come? The chance of encountering a clan member with an iron affinity is pretty low, and it isn't as if your entire arsenal is made out of iron. Elemental jutsu can help you a lot, like Fire Style

Appearance: Dark skinned with short snow-white hair with a lean but athletic figure. Wears a dark green sleeveless vest with a hoodie and white tape around his hands. Wears a pair of dark green pants with some sandals. Has a pair of blue circular earrings (In similar vain of Mugen of Samurai Champloo).
Personality: A bit of a...vocal, individual who had a sharp tongue and sarcastic quips to boot as he had not made the most friendly impression on those who meet him. He has no shortage of confidence in himself, which causes a carefree if not cocky attitude who causes him only to exert as much force as he feels is needed for any situation. There is more behind this pure bravado, but that is something he aimed to keep to himself.

I like the character, but kekkei genkai shouldn't be able to be learned. It kind of takes away the purpose of it being a kekkei genkai. You might want to change that aspect but other than that looks fine to me.

You will note, however, that Naruto was 12-13 when he passed the exams. You will also need to note that he failed the graduation exam 3 times.
Being on the higher end of the age spectrum does somewhat imply something like that occurred, or that your OC took the exams a bit late? Whatever the reason may be.
Keep that in mind when considering the age of OCs. If anyone wishes to adjust their age with that information now available, then it is perfectly okay to do so.

Kekkei Genkai cannot be learned. He was born with the affinity for explosion release i.e. Lightning + Earth
It would be more accurate to think that he learned how to properly use Explosion release.
