What I did to get ice punch was:
I transfered a medeitite from Emerald that knew Ice punch. ( female ) I gave it a heart scale and bred it with a male Buneary. The baby Buneary will have the Ice punch.
Now breed the Buneary ( male ), with a female Sneasel. And BAM. You got a Sneasel with Ice...
Sorry if i bumped this, but I have a great moveset for lucario.
