Shiny Pokemon is just the fandoms way of describing different colored Pokemon, like Red Gyarados if you ever played G/S, or Ash's Noctowl in the Anime series. Easy example:

This is a standard Pidgey, eh? It's basically the only type you'll run into... unless you're super lucky. Since gen 2, there's been a very, VERY rare chance that you could encounter a Pokemon of the same species that sparkles on encounter and is colored slightly different. In Pidgey's case, you'd see this:

Every Pokemon has this 'shiny' counterpart, though they come in a various colors (ie. shiny Charizard is Black, shiny Flygon has blue instead of its darker green patches). You can see all these differences in Charms' PokeDex. As I said before those, though, running into one of these is VERY rare - as in 1 in 8192. Aside from catching that Red Gyarados, or using a hacking device, it's all luck. There's no trick in the games that allows you to encounter shinies more often, and you could potentially fight 8192 battles against a single Pokemon (or hatch 8192 eggs) and never see its shiny form. You may never, ever see one was long as you play... or you could see a few in a row. It's all just the luck of the odds.
