I know this has been going on quite a while, but since it's still labeled ask to join I figured I'd ask; Would it be ok if I hope in on this? Just re-discovered my love of Naruto recently (I've binged like 15 seasons of Shippuden in a little over a month) and so this sounds rad as hell haha.

Also- that ‘electrical burst’ technique you added, that’s supposed to appear like teleportation?

It already exists in the form of the Body Flicker Technique, which is pretty common amongst most ninja.

Though, if you do some research into Body Flicker, and come up with some electrical variation, I wouldn’t be oppose to that.

In turn, the user can make the victim fight their friends for a short time, until the victim is physically harmed in some way (or someone is able to release the genjutsu).

At D-Rank, the user can only use Bunraku on one target for a short period of time (up to two minutes, depending on the user's chakra control), and cannot use Bunraku again until twice that time has passed (up to four minutes). The Bunraku user cannot move while projecting their will over their victim. Victim must be within eyesight to be targeted/victim of the Bunraku.

By B-Rank, the Bunraku caster can move out of sight of their victim once the jutsu has hit; however, more than one hundred feet of distance naturally breaks the Bunraku. The Bunraku can still only target one victim, but it is faster to cast and lasts longer (up to five minutes, depending on user's chakra control). Once Bunraku has been uses, the user must once again wait, but the recharge period is now as long as the jutsu lasts (up to five minutes).

Though- while it is good to look ahead, we only really need to know where the technique stands atm.
Any upgrades/growth you want can be brought up in-rp as we go.
I ask this for two reasons-

1. We don’t have a definitive power-cap for endgame. So I can’t say wether or not your abilities will progress exactly as you want/have them, as they’ll have to scale with everyone else’s.

2. Just kinda spoils the surprise factor for others if they know exactly where you’re going, doesn’t it? You wanna talk power progression, feel free to DM me. :)

I understand what you're saying, I was just trying to be as detailed as possible. As an OC jutsu, I just to go in with at least an outline for how the power would scale. I'd rather hash that out with you now than there being an issue trying to scale the power up on the fly later you know.

Anyway, I'm glad to be here and excited to start lol

The Nakanuma Clan has developed special Storm Release techniques over generations that allow them to streamline their physical abilities by using Storm Release Chakra (this is probably also a Hiden now.)

Hiden: Storm Style: Close Quarter Teleport
This Special Storm Style technique is passed down to all children of the Nakanuma Clan, and is a simple extremely short range “teleport” which allows the user to seemingly move a few centimetres in any direction they so wish in an instant, by channeling a large amount of chakra at once to exponentially increase the users speed. Due to the large amount of chakra required to use the technique, it’s taught as a last resort move to dodge a possibly fatal blow.

Appearance:
Takemi has dark, medium length hair that drapes down to just above his shoulders. When not on missions, he can be found wearing his casual clan uniform, which consists of a black kimono coat embroidered with his clans crest on the back, blue shorts and a pair of geta sandals. While on ninja business, the only difference to Takemi’s uniform is a sheath by his right side for his Wakizashi, a pouch on his left for various ninja tools and his leaf headband, which he wears on his forehead.

Personality:
Takemi is a determined protector of Konoha. He’s much more introverted than many of his peers, rather dedicating his time to perfecting his Storm Release technique and refining his Taijutsu than socialising with his fellow ninja. Although an introvert at home, Takemi is quite headstrong when it comes to missions, often jumping at the chance to put his own skills to the test. Simply put, he’s an introverted perfectionist who is determined to master his clans Kekkei Genkai.

Personal History:
Takemi has been trained in the Martial Arts of the Nakanuma Clan by his elders ever since he could walk. He discovered his affinity for the Storm Release around the time he entered the Ninja Academy, and ever since then he’s rarely caught a break between training and studying for school, living a very studious and hard-working lifestyle. Takemi’s school life could be described as isolated, but successful. He managed to graduate as one of the top genin in his grade and started his life as a Konoha Shinobi, which is where he is today.

Clan History (If Applicable):
The Nakanuma Clan is a small clan of expert Taijutsu users. Presumably founded by one of the first Storm Release users, and despite their size, the clan has played a major role in the development of Taijutsu techniques ever since they settled in Konohagakure. Most of their basic techniques are taught to the ninja of the village, though only users of the Storm Release can master them.

Using Maindo Keimusho is immensely draining on the ninja. As long as the victim does not break free from the genjutsu, the user can keep the illusion up as long as their control and flow of chakra allows them to. The illusion is more muddled, as the user's insight into their victim's mind is less-clear. Foggy hallways and eerie sounds make up for the lack of detail, and the imagery of specific memories is again more vague, often kept to one memory in specific.

At B-Rank, the Maindo Keimusho can be used to delve more intimately into a victim's mind; memories are clearer, fears easier to find and extort. A B-Rank user of Maindo Keimusho can leave a victim immobile for hours even after the genjutsu is broken, just due to how real and invasive the imagery is. The user can mix and match different memories, leaving the victim disoriented, and can even create a monstrous incarnation of a personal fear, used to hunt the victim down through the labyrinth of their mind prison.

S-Rank users of Maindo Keimusho can target two people, the caster able to swap memories from the minds of either person to create different kinds of nightmares. Skilled casters will use recent memories to trick their victims, delaying their realization that they're trapped in a genjutsu; then the user unfolds different layers of horror over the victims, until their mind is so encompassed by their fears that escaping the genjutsu alone is incredibly hard. If two people find themselves victim, their manifestations can meet in the twisting maze, though this has only been recorded once in history. Weaker opponents who find themselves under the grip of an S-Rank Maindo Keimusho have been known to remain in a comatose state after being released from the genjutsu, some for several months.

Appearance: In the midst of a sudden growth-spurt, Keito - once quite puny in stature - has rapidly come to loom over fellow classmates. His limbs are thin and lanky as he's yet to catch up in terms of muscle mass, however. Keito, having not cut his hair for several years, has long, brown curls that drape down past the small of his back when let down; for the most part, he keeps the hair in a thick, draping double-pigtail. A notorious germ-o-phone, Keito covers his face from the bridge of his nose down with a black gaiter mask. The tall, slim genin wears a hooded, black cloak over a dark green jumpsuit, cuffed high, just above the knee. His arms are are bound with the typical white gaiter up to his elbows, and his legs similarly up to the knees. Keito foregoes footwear in favor of keeping closer connected to the earth beneath him.

Personality: Though friendly and intelligent, Keito believes he doesn't have much to talk about, often hanging at the back of a group just absorbing information; a quiet and generally unadventerous lad, Keito isn't the typical ideal of a ninja; a self-proclaimed writer and artist, Keito spends more time inside reading or working on his dream version of a Konoha Journal. Often, Keito can be found playing shogi (or traditional chess) with his older brother, Kenji - a chunin with the Kumogakure Intelligence Division - in the park or by the river. Keito is torn between thinking he has "enough" and "wanting more". Although considered a "talented student", Keito's file also claims that he "sometimes lacks the drive to get better" and that he needs "a good mentor or a strong team" to make him a complete ninja.

Personal History: After a long and arduous birthing, the second child to Ugokasenai Enmei and Ima was dubbed: Keito. Growing up in the shadow of the prodigious Kenji sent Keito into an early spiral into a challenged self-worth; the younger sibling became more lackadaisical, taking to pursuits of the mind in favor of Kenji's prowess with jutsu and swordsmanship. Though his mother was understanding and nurturing, Enmei took some time to accept his second son's alternate path. Enmei spent some time trying to train Keito, but their styles led to a blow-out verbal argument between the two. Keito ran away for some time, taking food and his journal with him, into the Land of Fire proper. The eight year old was gone for over a week before a four-man cell tracked him down circling around the outskirts of Kumogakure, obviously regretting his decision to run away.

Father and son made up, but the two concluded they had different styles and agreed not to train together further. Instead, Kenji offered mentorship of his younger brother, working with a gentler hand than the old-school Enmei. Although Keito still wasn't much of a fighter, he still ranked closer to the top of his class than the bottom - a personal victory, since his grades were abysmal before returning from his "incident". Although the incident didn't ingratiate him to classmates, it still set him straight in terms of cleaning up his young act. As a genin, Keito worked to further strengthen his ninjutsu and genjutsu skills in preparation for the forthcoming chunin exams.

Clan History: Skilled genjutsu users who developed the Bunraku and Maindo Keimusho techniques, the ninja of the Ugokasenai clan were nearly wiped out on two separate occasions. An entire branch of the family died in the First Shinobi war. The Second Shinobi War killed off even more of the family, until just a mother - Hanri - and her two children, Enmei and Kei remained. Ugokasenai Enmei and his brother, Kei, however, became high-level black ops operatives working closely with the Third (and then Fourth) Raikage. They helped to strengthen and reform Kumogakure's Intelligence Division as jonin, though Kei was killed before the end of the war.

Enmei - father to Kenji and Keito - remains the only person to claim lineage to the predecessors of the Ugokasenai clan, and their hiden genjutsu techniques. Enmei has worked incredibly difficult to maintain the exellence of the Intelligence division, and to raise his two sons to continue the family legacy. Though small in size, Enmei believes the Ugokasenai hold the key to the future of the village, and is desperate to make his children understand the importance of their name.

That’s alright for now. Just know that these stats won’t be here forever. They’re a general guide of where we all start, and what our current proficiencies may be.

Later on down the line, you’ll have to pay attention to the abilities of others and scale your own abilities accordingly.

So the stats are just supposed to be baseline, and we get better from there? As opposed to our improvement being tied directly to how the stats increase from our baseline? Just wanting to clarify

You’re welcome to try and appropriately boost your stats if you wanna go through the effort.
But yes, the stats are just a baseline, and you’ll get better from there. They won’t need to be increased as you grow unless you want.
Side note: ‘Baseline’ refers to the your stats upon first appearance, ofc.
 
Stats get really messy later on in the series because we have arbitrary statements like:

'Haha, my power has increase 10-fold!' when it comes on to abilities like the Curse Mark, and at least have a number for the Curse Mark.

Other abilities like Sage Mode, Tailed Beast Cloaks, Lightning Chakra Mode, the Eight Gates, etc. don't come with very clear-cut multipliers so we have to do some guesswork. It's hard to assign numerical values to them at that point.

But the thing is- we wanna make the people, good and bad alike, feel a bit more authentic than in the original story.
Power boosts won’t come out of nowhere. Individuals will be scaled against one another, and will be permitted chances to grow at a similar rate.
What’s more, enemies will have power relative their significance, and said power will be justified through backstory.

In short: You gotta be unique with your abilities, because everyone else is gonna end up having roughly the same ‘power cap’ as you, unless a good reason is given. And...enemies will cream you in 1v1 later on.
