If you do download The GIMP (and I highly recommend you do so) one thing you might try is opening a small sprite you want, resizing it, then tracing it on another layer. That's what I did to make this.
It wasn't a walk in the park, but it was substantially easier than making one from scratch...
I put together another forum-signature-proportioned card template with the same layout but a different background:

The background comes from http://www.bengals.com/fans/junglezone.asp. This one relies heavily on gradients, so I couldn't save it as indexed without it looking...

Thanks for the advice! The reference pic I used for Mina had her feet hidden under her dress, so I thought I'd try to do it that way. I think with feet worked better too, though. She still doesn't quite have the right proportions, though

This is a sprite of Mina Murray from The League of Extraordinary Gentlemen, although it can probably be used as a generic Woman-in-a-dress.
I also have a compatible sprite of Cassandra Cain as Batgirl, although that one's a bit less general purpose...
