Can you use Non-Sinnoh Pokemon via Pal Park, before getting the national dex?

You cannot use Pal Park until you have the National Dex.

can you use the version Pokemon? You know, the Pokemon that appear based on what game is in the GBA pack.

Apparently, people have encountered those Pokemon pre-National Dex. I never really had the chance to try it out myself.

yes u can, for instance u can find haunters and gengar with any pkmn game in the GBA slot at the spooky mansion

You can use Pal Park after you defeat the Elite Four and have the National Pokedex and if you have any Pokemon Gameboy Advance games.
