2003 is the official starting point for Pokecharms because that's when it was created in, to a degree, the form it is now - and has been going constantly since. The origins of the site go back to before that, though, and that's where 2001 comes from.

I know I'm not Doctor Oak, but you can submit sprites to the TCM here: http://pokecharms.com/threads/trainer-card-maker-4-trainer-sprite-submissions.3822/ Unfortunately I don't think you can directly use them on the cards due to certain reasons, though if your sprite is of good enough quality it should be added!
