This is basically a protect move for dark types.

Description: Glass Lenses to prevent accuracy decrease in battle.

I don't see why anyone would use a fakemon that is pretty much just a name.
There are several flaws with your move.
1. Moves should not be 120 power and 20 PP. It just doesn't work that way.
2.Having all attacks increased x10 means a pokemon with a stat of say... 100 would now be 1,000
3. Like Xatu said, it is impossible to have an accuracy of 120. It also shouldn't have much of a high accuracy at all.
4. It has the word AURA in it, so wouldn't you expect the AURA pokemon (Lucario) to be able to learn it?
5. Aura is associated with feelings, time doesn't have an/anything to do with aura.
6. AND it leaves the enemy unable to attack? That move is totally a Gary-Stu.
 
Something for Stel, because he wanted there to be more Physical Fire-type moves.
