Battle Spot!

Well, the Pokémon games have no knowledge of Smogon tiers, so there's no such thing as "UU" in Battle Spot. Secondly, no Pokémon in the Smogon UU tier are banned in Battle Spot, so I'm not sure what you mean. Did you mean _Ubers_?
The only Pokémon banned in Battle Spot are Mythical Pokémon – the cover legendaries, Mewtwo, event Pokémon, etcetera.

Okay here is my problem
I have an Umbreon Lv 100
attacks
Baton Pass
Wish
Yawn
Work Up
stats
HP 394
Atk 130
Def 302
Sp Atk 145
Sp Def 329
Spd 180
and yet It wont let me use it on battle spot or battling friends
What game are you playing? Umbreon can only learn Work Up in Gen V and all pokemon in the Battle Spot in ORAS have to be caught or hatched in Gen VI (i.e. have that blue pentagon).

can i use the Umbreon?
You can't PokeTransporter eggs. I don't see any other self stat-increasing moves on Umbreon's learnset for Gen 6 (except for Curse, but that speed decrease), so unfortunately it might not be possible to use as a baton passer this gen. : (
