I want to create a website like this. Is there a website/etc. I need to go on to create one like this?

It's not that simple, I'm afraid. Running a website requires time, money and knowledge - and running something on the scope of 'charms requires quite a bit of all three.

Hosting is not free. Domains are not free. The platform that 'charms runs on specifically (XenForo) is not free either, and quite a bit of what makes 'charms what it is (including the Creative Corner and the TCM) was custom-coded by @Teapot.

Now, there -ARE- a few lesser-grade free-ish website builders out there and possibly forum providers (those are, however, a dying breed, because forums are too), but you will not be able to get similar results with those.
