So one problem I have is, I'm undecided on where it should take place. I'm planning on doing after Adventure 02, and be in place of Tamers. However I'm unsure if I should go with taking place in the Digital World, or the real world. Also I'm also wondering, what do you think would be better for the story; a set of Digimon Partners, who are fan-made (by me of course), or Digimon that actually exist.

The first thing you should take into consideration is that Tamers takes place in a completely separate universe to Adventure/02 - and those already have an official followup in the form of Tri - the events of which making the addition of secondary plotlines slightly difficult.

The good news is that you can build your own Digimon setting without leaning on any of the canon worlds and it'd be its own AU with no crossover issues! As for the Real World or Digital World question - most digimon series crossed into both. Keep that in mind. ^^
