Wouldn't it be The Little Popplio? Primarina is literally a sea lion-mermaid
And probably The Pyroar King. Doesn't start with 'l' but Pyroar is much more lion-like.

Luxroar is a lion though. And I chose Remoraid because it sounds more like Mermaid, though Popplio works better
