That very much depends on the move, I think! On an actual living creature rather than a heap of computer data, "levels" could be considered rough estimates of strength and battle experience, and so it's safe to assume that moves like this might increase in power with the user's strength and experience accordingly. But there are probably twists to this.

Take Seismic Toss, for instance - it's a gravity powered attack and one would assume that 'the bigger they are, the harder they fall' applies here, and that the magnitude of the attack would be greater if the 'mon using it is powerful enough to throw the target into (or from) a sufficiently high altitude....

Ah! So a Seismic Toss, from, say, a Mankey, wouldn’t do much damage at all. But one from something like a Charizard or a Machamp would be a powerful attack?

I’d assume Night Shade would have something to do with how powerful the user’s magic capability shenanigans are. Like an Alakazam or a Gengar’s would do good damage, maybe equivalent to a Shadow Ball, maybe a little more powerful. But one from a Natu wouldn’t be very incredible at all. That’s at least what I’d assume. Thoughts?

Depends. There's still some elemental energy shenanigans going into a Seismic Toss so it isn't just muscle strength and nothing else, one would assume that factors in.

A Mankey that is well versed in manipulation of fighting type energy through a great deal of training might still be able to fling something pretty damn high (or alternately grab a thing, launch itself and the thing, and then slam it down a-la the anime's depiction of the move) - but it's definitely one factor out of many regarding how much damage the attack would deal.

And yeah, pound for pound it's much more likely that a well-trained Machamp would be able to deliver a more powerful Seismic Toss than a Mankey of an equivalent training in terms of raw power, but finesse in using the technique might alter the result. So it's all pretty open for discretion, I suppose. ^^
