Pangoro gets the move the Pokemon in question used to to defeat the Rayquaza from breeding, you're getting really close here.
I can't think of many more hints though.

Yup! Krokorok defeated a Mega Rayquaza with Power Trip with one attack.
The Whimsicott (if I recall correctly) had used Tailwind and Memento on the Rayquaza and the silver shiny fox had given the Krokorok a lot of boosts.
