Empoleon never really caught on as a personal favorite of mine. But he still has a pretty cool design. Sinnoh introduced a lot of cool designs.

Yes, that's true. Empoleon was my starter in Pokémon Platinum, and I spent the whole adventure with him, he recalls to me the nostalgia of my childhood ^^

I was a Pokemon Pearl kid myself. And I transferred a Chimchar to be my partner on my last run of Pokemon Sun.
