Well I would say practice, but people usually ask me to tell them something else, so...
When you start drawing, just draw what you would like. Eventually you will find your art style, and then you would add more quirks or details to that style, and boom you can art now

Okie: You don't draw digitally with a mouse, you need a Drawing Tablet. And Painter 5 is only free with Intituos Wacom Drawing Tablets, sorry.
