yes and no he does he battles wallace and beats him as the champion then later challenges the actual champion steven and wins but passes up the chance to become champion to travel to other regions.

then after traveling through all the regions except alola returns to hoenn because mega evolution was discovered their so he returns to challenge himself again and team magma and aqua return with new ideals
