If you want a higher chance of getting one, collect every Poke'Mon in the Poke'Dex. You'll get a Shiny Charm and it increases your chances of shinies.

mesuda exists, but i believe the online for gen 5 and down has ceased, so unless i already had a foreign pokemon it wont help much.

yeah, but i pretty much gave up shiny hunting not to long ago. the spark, or in this case sparkle for it has died out.
