For example, in the Zoroark movie there are illusion versions of the legendary dogs and in the mystery dungeon games psychic type pokemon have been able to create 'fake' legendary pokemon through psychic projections of some kind.
It doesn't seem that difficult to create a fake legend but would it be allowed?
