You could always put a dog harness on her. The dog harness would allow you to give the leash a gentle tug without hurting her neck like a collar would. Just a gentle tug. Just enough to keep her out of the street.

She does wear one, and I do that, although just calling her works.
Usually I let her walk on her own so she can let off steam without exhausting me and my slow-ass. She's well-behaved enough for it.
