I know how to get it. Encounter it like ten times then go to this cave or something. I encountered it twice after that trying to get lapras. Seriously though that shine before the battle made me think I ran into a shiny.

Ikr! Here's a tip though! Fly to a place that is near an easy route that u can get to! Then check ur pokedex and look at articuno and look at the location. If articuno is near u, try 2 run into it. But be careful! It can also get out of that location and switch to another 1. Ifu don't run into it or it's not near u, fly to the same location.

Don't leave ur location though! Stay there and keep flying there. Each time u fly there check ur pokedex and c where it is. If it's not near u, keep flying to the same lication until u meet articuno 11 times
