Hum...well, it depends on how fast Blaze is. Zuko reacted to Azula's lightning strike and he has talents in swordsmanship which should give him the edge in close range.

Blaze is slower than Sonic, but can keep up with him. I don't think close combat would be the only factor though, we've got to consider their pyrokinesis and firebending.

I do believe Zuko has the skill edge then. He has fought other Fire Benders before so Blaze's power would be nothing new for him.
