Whirlwind and Roar still work against something that used Substitute. Besides Bonemerang, Rock Blast is another good attack to break Subs. *sigh* Substitute is easily the most used move on Netbattle... =/

Amphy might not have the best Attack, but 249 really isn't *that* bad. In fact, Ampharos makes a surprisingly good Subpuncher:

I'm pretty sure that Pikachu learns Wish by breeding with Togetic, and then you can breed the Pikachu with Wish with an Eevee. Serebii doesn't mention Wish on Pikachu though, but it's not like you can trust them anyway...
