It's Hydreigon from Pokemon Mystery Dungeon: Gates to Infinity!! I love Hydreigon so much, he's definitely my fave character from that game. ♥
He's going to be important to a story me and some friends are doing that's taking place in the PMD world, and hoo boy we've ended up headcanoning a lot of stuff involving this guy and his whole "Voice of Life" thing... ;D
