Green Arrow: Eternal: S2E3: Quiver in Fear

by Mechanist Gamma

Mechanist Gamma As Queen Consolidated prepares for the next step after Oliver's announcement of the Queen Charity Fund's reinstatement, Green Arrow and Black Canary go into action to investigate two intruders to Star City. Could the grey, hooded archer be Emiko, Merlyn, or someone else...?
“You know what’s in these crates?”
“No clue, Albert. But all I know is that we’re not supposed to touch them.”
Albert sighed. “That kinda sucks, y’know? I’m curious. These things aren’t even labelled.”
“Yeah well if they’re unlabelled you probably don’t even want to know what’s in them.” Mike replied. “We’re payed to watch these things, anyways, not open them.”
Albert nodded. “Yeah, yeah…”
Suddenly, Albert’s eyes opened wide as a sharp edge came out of one of the crates. A sword tip? The tip slowly sawed a large opening in the crate, which was flung into the air by a metallic boot. Albert and Mike turned around, eyes wide. What looked like a sliver man with a solid katana climbed out of the box and stood in front of them.
“Hashiru.” he said.
The two men bolted.

“...so in short, the Queen Charity Fund not only helps other independent organizations, but raises awareness and trust in Queen Consolidated.” Oliver finished. “With the trust of consumers, we can reliably create better products for them and consistently sell products.”
The assembled room of QC board members were deep in thought about Oliver’s explained new business move. “So you’re basically saying the Queen Charity Fund is an investment to build trust in the company.” one of the members said.
“Pretty much.” Oliver replied. “And we get to help the people!”
“The Queen Charity Fund was originally revoked by Mr. King because of the detriments it brought with it.” another member stated. “Based on your numbers, the fund will cost us half a million dollars per month.”
“Four hundred thousand, actually.” Oliver corrected. “Which really isn’t that much in the grand scheme of things. Especially considering we currently make triple that amount per month. That number, that twelve hundred grand per month, may triple again if we gain the trust of the people.”
“You say MAY.” the board member said. “At the moment, Queen Consolidated stocks are at an all-time low following the reveal of Arthur King’s hidden movements.”
“Yet said stock prices did skyrocket almost immediately following the QCF’s announcement!” a third board member stated.
“Exactly!” Oliver said, pointing towards the third man. “Just the announcement of this fund has already put us back in a good position. Watch and see what happens when we get moving and the results of the QCF can be seen.” Ollie’s watch then beeped. Looking at it, he saw a text from Naomi.
We’ve got a lead.
“Do you think you might be able to finish this conversation without me?” Oliver asked his board. “Something’s come up.”
“No problem, Mr. Queen.” the first board member replied. “Go on. I’ll update you on our respective decisions later.”
“Thanks.” Ollie gave a nod, quickly exiting the room. He then headed down to R&D.

Green Arrow pulled up his hood. “You’re sure, Naomi?”
“Absolutely.” Naomi replied. “We’ve got reports of a masked archer across town along with a similar-looking swordsman. Police are looking into it, but so far all we’ve got to work off of are civilian reports.”
“They say it’s a masked archer wearing mostly grey.” Fyff stated, searching through Twitter for relevant posts. “Could be Merlyn.”
“Or Emiko.” Oliver said, donning his mask. “You got Dinah dialed?”
“She’ll be meeting you at the police station. Westberg might be able to give you a bit more info.” Naomi replied. “Mid-Nite won’t be able to help, I’m afraid. He’s busy at the moment. And I can’t get in contact with Diggle.”
“I’ll keep an eye out online to see if I can get you any more information.” Henry added. “Currently scanning through social media and message boards. Hey, do you think we should open a Team Arrow Twitter?”
“Let’s move.” Green Arrow said, hopping on his motorcycle and driving into the cargo elevator. Naomi sent it down with the press of a button.

Chief Westberg sighed. He was at his desk, sorting through some documents. Mainly about Green Arrow. The chief couldn’t help but dislike how much busier the Emerald Archer was making him.
But he wasn’t expecting to hear someone land on his window while he was dealing with said documents. “You trying to play Batman, Arrow?”
“Figured it’d be a fun way of entering.” the vigilante said. “May I come in?”
“Sure, because otherwise it’d be considered trespassing into government property.” Westberg replied. The archer hopped down from the windowsill. “So what are you here for?”
“I’m looking for some information concerning Em- The Crimson Archer and Merlyn.” The Arrow said. “I heard that there’s apparently some strange archer that’s been sighted around the city.”
“You think it could be one of them?” Westberg asked.
“It’s possible.”
“Well, no harm in helping you out.” the chief said. Walking over to a large projector, he turned it on and opened a Google Slides presentation. “A bit weird, sure, but we’ve been using Google Slides to track the archer’s movement with any and all photo evidence. Reported sightings without supporting testimony don’t help much.”
The bowman looked at the organized photos relative to the map. “Looks like he’s making a bee-line… this way.” He traced the path with his finger. “If he continues on the path he’s going, he’ll hit a few landmarks. The warehouse where we fought Tockman, a Queen Consolidated warehouse and…”
“This station.” Westberg finished.
Suddenly, the lights went out.
“Convenient power outage?” Arrow joked. As his did so, he strung his Taser arrow onto his bow and Westberg pulled out his pistol. “Lion, where’s Canary?”
“She’s gone radio-silent right now, but she should be just outside watching for a threat.” Lion replied.
“Roger.” The Archer pulled back his bowstring. “Hey Westberg, is there an emergency generator for the station?”
“Yes, but it needs to be manually activated.” Westberg replied.
“For the love of- WHY?!”
“Government budget cuts. It saves them a bit of money, and police already cost enough in this age of bats and birds.”
“Figures the Trump administration wouldn’t give the police more than they absolutely had to…” Arrow groaned. He tapped a small button on the side of the arrow, causing the tip to light up a bit. He slowly turned, spreading a faint light across the room. As he did, he caught a sharp tip reflected in the light beside Westberg. “CHIEF, DUCK!”
Westberg dropped to the ground, turning on his back to point his gun at his attacker. The bowman let go of the bowstring, sending the taser arrow straight at the mysterious foe. Spotting the arrow, the man sliced it in half. The two parts exploded, and the man dashed towards the pair. He swung his sword, but the Arrow blocked it with his bow. Westberg cursed, being unable to see his attacker. He could see the door, though, so he ran for it. Closing it behind him, he let out a yelp as a sword tip stabbed through the door - stopping before hitting him.
“GO, WESTBERG!” Green Arrow shouted. Westberg decided to do as he was told, making his way through the dark halls. As he did, he pulled out his radio.
“All officers, get to a safe location! An assassin is in the station - I repeat, an assassin is in the station. Whether he’s in a group or alone is unknown at this time! Stay safe, and go nowhere near my office! Green Arrow is here to help, and presumably Black Canary is as well. GET SOMEWHERE SAFE AND STAY THERE, THAT IS AN ORDER!”
Westberg ran down the steps, making his way to the generator room in the basement. He headed down from the third to the first floor, officers scrambling to pre-selected safe zones in case of a breach. The Chief was proud of his officers, but didn’t have time to voice his praises at the moment.
Right before he touched the door handle to the basement, an arrow flew into the door at the same time as “GET AWAY FROM THE DOOR!” was shouted. The arrow exploded.
Chief Westberg was sent hurtling onto his back, the sudden light hurting his eyes. As he did, he noticed someone standing over him. A hooded figure wearing a face mask that covered his entire face and plated armor across his body over a slim body suit.
“Who the hell are you?” Westberg asked groggily.
“A man completing a contract.” The man grabbed Westberg by the collar and held him up. He drew an arrow from his quiver…
And then Westberg was dropped, as the assassin’s legs were taken out from under him.
Black Canary grabbed the man’s hood as he fell, throwing him across the room to bash into several desks. “Get to that generator, Chief - I don’t have night vision!” Black Canary commanded.
“Hate being so useless in a fight like this.” Westberg muttered, breaking into a dash. He threw the door open and slammed it behind him, taking the steps two at a time. Making it to the basement, he stumbled around until he found the large generator switch and flicked it on. As soon as he did, he heard a whirring noise and several lights came on.

Oliver closed his eyes for a moment as the lights snapped on. As his eyes adjusted, he stumbled back out of the range of his foe’s katana. He regained his full vision just in time to see the katana coming down straight overhead, and he was able to roll out of the way. Stringing another arrow, he shot it at his opponent - who he was now able to see was wearing sleek gray body armor and a helmet over a dark grey zentai bodysuit. The arrow hit due to already being past the sword’s range and the sword still being low, and the bowman’s mysterious opponent received a powerful electric shock.
“Thank god for Spandex.” Green Arrow said, getting to his feet. He stomped the swordsman’s blade into the ground before delivering a powerful punch to the face. He reclined in pain as he realized he had just punched a form of metallic glass SEVERAL times harder than steel - and the swordsman had barely flinched from the hit!
So Ollie did the next best thing. While his foe was still dazed from the shock, he grabbed his bow and whacked it across his foe’s helmet like a baseball bat.
The intruder fell to the ground, unconscious. Green Arrow smirked, satisfied with himself. Suddenly, he heard a sonic scream - one he had heard before.
What the hell is Dinah doing inside the station?! The bowman thought to himself, grabbing his still-intact arrows and dashing down the stairs.

Black Canary slid across the floor, and arrow flying over her head. She stopped herself as she came up to a turned-over table, dashing behind it. “Arrow! Where the hell are you?!”
“Sorry, Songbird!” Green Arrow replied, dashing forwards and leaping into the air. He notched an arrow and fired it at the strange archer, wearing an outfit similar to the swordsman. The intruder quickly dashed back, firing an arrow at Green Arrow instead. The emerald archer stomped a table on its side, taking cover. “Ready to sing?”
“You got it.” Black Canary stood up before screaming as loud as she could. The hooded figure grasped the sides of his head and stumbled back, falling through the glass wall out onto the open street. Green Arrow hopped up from behind cover, dashing after the archer.
“Arrow, wait! What about-”
“The other one’s unconscious upstairs! Watch the Chief!” Green Arrow shot a grapple arrow up to the roof before getting pulled up, chasing after his foe.

Oliver bolted after the strange hooded archer, who seemed to also be on the roof. “So did you copy my look, or was that coincidence?!” Green Arrow asked, firing a bolo arrow. The arrow snatched the archer’s legs, sending him falling to the ground. The strange archer tore them off as Ollie ran over. “And spandex? Really? I know it’s the joke that all superheroes wear spandex but come on.”
“Do you always talk this much?!” the archer growled, kicking Ollie in the stomach. Oliver stumbled back as his foe got to his feet, notching and arrow. Green Arrow dodged a sharp shaft, drawing a new arrow of his own. The two aimed and fired. The two arrows collided, the mysterious archer’s much more deadly shaft colliding with and getting stuck in Green Arrow’s flat-tipped shaft. The flat shaft blinked with light before exploding, sending the mysterious archer flying back. Green Arrow landed on his feet, having already planned the explosion. He quickly notched another arrow - a sharp one - and fired it, piercing both his foe’s hood and the wall of the next building.
“Sorry, pal, but I’d like to hang out with you a bit longer.” Green Arrow crouched, looking down at his captive.
“I hate you already.”
“Why’ve you gotta be so mean?” Oliver fake-pouted.
“We’re not done here, Green Arrow.” the archer growled. “You’ve only seen a third of what we're capable of. By the time we’re done with you, Black Canary, Chief Westberg, Doctor Mid-Nite, all of them will have fallen before us.”
“Sure you can keep to that threat?” Oliver asked.
“Yes.” The archer grabbed a thread behind his neck and pulled on it. His hood suddenly fell off, and the archer dropped to the ground. Ollie’s eyes opened wide - he hadn’t been expecting THAT!
“Hey! Hold it!” Green Arrow notched an arrow and tried to fire at him, but the archer had already vanished into the shadows. He was gone.

As Green Arrow ran back up to the police station, he saw Black Canary talking into her earpiece and Chief Westberg doling out orders. “So… I lost the archer.” Oliver sighed.
“Then I guess we’re even. Your other playmate’s gone as well.” Black Canary replied. “Must have woken up while I was making sure Westberg was alright…”
“Do you think they were from the League of Assassins?” Westberg asked suddenly, turning towards the pair.
“Wha?” Green Arrow asked. “The League of Assassins? What gives you that idea?”
“An old case, back when Batman was just starting out. Hell, no one even knew about the Batman.” Westberg sighed, sitting down. “He was tracking the League of Assassins across the country, trying to kick them out. He came to Star City when I was just a lieutenant. I decided to trust him when no one else would. We shared information and eventually busted the League’s base of operations here. There’s been some rumors of a power struggle within the League recently. If those rumors are true, this could be an old Assassin who remembers me sending two of their agents to get me out of the picture.”
“In spandex?”
“Hey, if it worked for the Justice Society…”
“I don’t wear Spandex.” Dinah sighed. “So if this is truly the League of Assassins… we may need to look into events relative to them recently. Lion?”
“On it.” Naomi replied over the earphone.
“We’ve got to find those two.” Green Arrow sighed. “If they come back, who knows what kind of havoc they could wreak? And who were they, anyways…?”

In a dark room, a mysterious figure looked at the computer monitor in front of him. The faceless man. He looked at the screen, showing a camera’s view of the police station as well as an auditory reveal of what was taking place.
“And who were they, anyways…?”
The man looked down, thinking pensively. “Your assumptions are way off-base, Arrow. Perhaps we should have a discussion about these mystery men…”

How the hell did this take three months to finish?!
