The yellow parts of his tail fins and his antennas glow in the dark, and so does his hair and the green on his tail. I don't have any name ideas for him whatsoever, so I need name suggestions for him.
...I may or may not have drawn him winking because I wasn't sure how to draw his other eye and I was too lazy to figure it out...
