This is Evie the Eevee, as first noted in the Phoenix Character File.
Evie is Phoenix's Eevee and has her signature pink bow on her ear. Evie's backstory is little known, and she turned up at Phoenix's house in Cleadon City on a stormy night inside a small cardboard box, supposedly ridded of by its previous heartless owner.
Evie now travels with Phoenix through all the regions, never leaving his party.
