There are 7 packs of each eeveelution (except Espeon and Umbreon, which I will talk about.)
Eeeveelution's that are expecting pups(baby eevee's) they will leave their pack (like lion's) and raise their pups, when their pups evolve the mother of the litter will return to her pack.
When her litter is old enough she will take her pups to a place where her litter will evolve.
For Vaporeon they will come to the Sparkling Lake where they will swim down to the bottom of the lake and touch the Water Stones at the bottom.
For Jolteon they will go to the Lightning Cliff and touch the Thunder Stones.
For Flareon they will go to the Lava Pit and have to travel by jumping onto rocks big enough for an eeveelution to stand and go to the heart of the pit where the Fire Stone is.
For Espeon they will go to the Sun and Moonlight Rock, (its like the pride rock from the Lion King) If it's day they will stand at the edge of the rock and they will evolve.
For Umbreon they will go to the Sun and Moonlight Rock, if it's night they will stand at the edge of the rock and they will evolve.
For Leafeon they will go to the Mossy Rock at the heart of the Sycamore Forest and touch it.
For Glaceon they will go to the Icy Rock at the heart of the Snow Mountains and touch it.
For Sylveon, if they already have a Fairy type move the Sylveon Pack will let them into the pack, if they create a high friendship with the pack they will evolve. If they don't have a Fairy type move the Sylveon Pack will teach them a Fairy type move and then the Eevee will make a high friendship with the pack to evolve.
The Vaporeon pack live in another part of the Sparkling Lake that is connected to the Water Stone area
The Jolteon pack live at the bottom of the Lightning Cliff in a cave.
The Flareon pack live at the Lava Pit.

If an Eevee evolves and their current pup name doesn't match their evolution then the pack will host a ceremony and the eeveelution will chose a name that suits their evolution.
