DPPt/HGSS Who to breed?

I plan to breed a Clefairy and Pikachu (they can breed yes?)

But how do I get a Pichu? Is it random what species of the parents it is? Does it matter what genders the parents are?

The reason being is I want a Pichu what the inherited move "encore"

You would want a male Clefairy and a female Pikachu.
Female determines species, male determines what moves are inherited.
