Ok, that not really something you would add to a list of natural laws, a better way to do it would be to say rabbits have a unique power in their genes, then a type of sewer waste has XYZ property that would effect rats, then when the RP starts, you can build a cloning machine with those rules

Its the system where you can cast magic as much as you want, but you can only use so much in one spell

The dramatic pose can be circumvented, but you still have to pose dramatically?
