DPPt/HGSS Pursuit on Skarmory?

We all know Skarmory can wall lots of Pokemon. And most switch out so they can avoid it. So would Pursuit be a good move for Skarmory? I was leaning to put Spikes on it and start phazing with Whilrwind but maybe you guys can help.

Well. You could put Spikes, use Spikes, wait until they switch, then use pursuit. Spikes deals damage, Pursuit deals Double Damage, and Bam!

But if you use spikes, the opponent will try to not change until he/she really needs to (okay, it's not too damage, but i don't like to start a battle without full hp). Also, spikes damages the incoming pokemon and pursuit the pokemon that is being changed.

I think that both pursuit or spikes+whirlwind would be good tactics.
