If you're playing Pokemon White Version, you can run into Rufflets in the wild on Route 10, the route that leads into the Pokemon League.
They are a version exclusive Pokemon to White though, so if you're playing Black then you will need to have someone give you one or send you an egg.
I can give you an egg if you'd like, though do you want a specific nature or anything?
