DPPt/HGSS Need Help with a Japanese Rotom (Pokemon Platinum)

Okay, so I got this lv10 Rotom all the way from Japan (lucky Wi-fi day, I suppose!) and I raised it to lv25. Here is his status:

ロトム (Rotom)-sorry if I used another language @ No item
Hardy Nature
Confuse Ray
Thunderbolt
Double Team
Signal Beam (I added it, it originally had Uproar)

Now, this may be for competitive use (if I can get wi-fi on my DSi)

Any suggestions?

Everything looks good, but if I were you I'd take out Confuse Ray, and place a Ghost move instead.

slight problem, I may not have that TM, or have enough Game slot coins to get it, but I will check. What about Ominous Wind?

Meh, Ominous Wind works fine...as long as it raises the stats I prefer Shadow Ball because it has much higher base power and PP.

I dunno about game slot coins, but you can get it on Rt. 210 or buy it in the Battle Frontier Shop

Here's my Rotom set for competitive...even though it isn't amazing and I hardly ever use it:

Rotom @ Light Clay
Bold
Levitate

- Thunderbolt/Discharge
- Shadow Ball
- Signal Beam/Will-O-Wisp/Thunder Wave
- Reflect

Simple support and annoyer Rotom that packs a decent punch as well. Thunderbolt vs Discharge depends on your personal preference really, as well as what your third move is since Discharge's increased paralysis chance isn't nearly as helpful when you have Will-O-Wisp and especially Thunder Wave on your set. Shadow Ball is far better than Ominous Wind since Ominous Wind's hax boosts aren't nearly enough to make up for its horrible PP and somewhat lacking power. Reflect assists your team quite effectively for a good 8 turns thanks to Light Clay, and the third move is essentially your choice.

That's a good deal there! I'll be sure to do some breeding, and get the Reflect TM. Also, I feel Thunderbolt works fine for me, and I knew Signal beam would be great. Wait...would a rotom get Signal beam when hatched by an egg in platinum (after taught by a Move tutor on another Rotom)?

I'm not 100% certain - I know Staryu with Thunderbolt and Ice Beam + Ditto results in baby Staryu that are born with those two moves automatically. I don't know if it applies to move tutor moves though.
