Alright I'm almost positive this hasn't been made so....Yesterday I put up my Primeape level 61 for an Infernape. I didn't care about the level nor the gender. So I started playing some more and more and then went to sleep I woke up and sure enough someone made the trade. I knew ahead of time it would've been from a Japanese person and that it's name would be in Japanese. I just figured I'd change his name to Infernape when I got it. But....where's the name changer.

The Name Rater is in Eterna City, the first floor of the big block of flats there.
Unfortunately, it wont help you a damn as you can't change the names of a Traded Pokemon. :/ My advice would simply be to breed it.
