Until April 6th, you can. After then, you can't because the event's over. You can't get something after it's not available.

Just because something is on the chip doesn't mean you can access it. Take a look at all those PokeMon you can't find in Unova. They're still in the game. You just can't get them. XP

Same goes for the event. You can only get the key item in your game through distributions. Which is annoying as thuck, but so it goes.
