How to even make a conservation with someone....?

Anywhere on the site, click on someone's name. This should bring up a small pop-up screen with some basic information from the person's profile, and should throw you a few options near the top. The second or third option should be "Start a Conversation". Just click it and bam, conversation started.
Still doesnt work, Nothing about it shows up in the meny.
Demonstrated here on the box that pops up when your avatar is clicked. Red underline was added for emphasis.
If you don't see this option for certain users, it is possible they have disabled receiving private conversations from anyone but people they follow.
There is a system on the site that prevents very new members from starting conversations, for spam/safety reasons. Your account’s been automatically verified, however, so you should be able to start conversations like @StellarWind Elsydeon said.
