I didn't really want to make a league goer since it was what I though everyone else was doing. I'm fine keeping Ken as one of the travelling companions who is there for other reasons.

Name: Rowan Neale
Appearance: Rowan is usually seen in a grey sweatshirt with jeans. His complextion most closely matches that of a Polynesian person to reflect his Alolan origins(you know the region very obviously based off of hawaii)
Personality: Usually very pleasant and well meaning, but is also very sarcastic and loves to tease people. A "minor" character flaw of his is that he tends to rage quit when things get too hard, usually in the form of cursing someone out and then shutting down entirely after the fact.
Backstory: He found his Fomantis outside of the Lush Jungle as he was going there to pick some berrys for a pie. He saw that it looked hungry and weak, so out of the kindess of his heart, he decided that he would feed it one of the berries. Once he was able to feed her, she let herself be captured by him and be the pokemon he would take with him as he travelled to a new region. While on his trip, he saw battles in the Pokemon leauge, filling his head with dreams about someday winning the thing. Now, his primary goal is to compete in the leauge, with his secondary one being to advancing his culinary skills
Other: Is a chef, particularly fond of making deserts or seafood.

Its a question, why did it seem like a complaint to you?
The starter town is more-or-less done, and it seems we've all agreed that the second town (first gym) should be water type.
Shen has a description for the Water Gym town.

How shall we be handling them?
Well first of all, are TMs limited use or unlimited?
Guessing a tm after the gym leaders, sure, maybe spaced out buying of TM’s/learning skills? I don’t see an issue there

Well, if TMs are infinite uses, then there should be some high price on them to balance the power they have out. If they are limited in usage, then the price could be knocked down a bit and Gym Leaders could give them out. Move Tutors, I would assume that learning a new move would take longer than a minute. So maybe like a training week for tutors or something? And for egg moves, forcefully breeding Pokémon sounds unethical so a limit on egg moves might be a thing. Like one or two egg moves per Pokémon?
I knew you were going to say that, cause it would totally be too OP to teach every one of your Pokémon Earthquake or something. I'll need to hear everyone else's opinion first as well as a better reason to have it be limited than because abusable
Game wise it was one use as well. Why should we change that? Don’t want your entire team to instantly learn hyper beam lol
Does anyone here know how tms would work in the actual world? Like do you just smack the Pokémon with the disc on its head and they learn the move? Is the data downloaded into the Pokéball through another device, transferring the information into the Pokémon? Perhaps the Pokémon scans the information from a machine reading software and then inputs it into its mind. Well, that last one could actually make it where the Pokémon would have to do some extra training to master the move.
And gameplay wise, tms are actually unlimited. That issue of everyone learning hyper beam is the reason why that tm is found in the last few towns, only purchasable at a high price. In fact, a money system actually hampers the use of wildly purchasing tms simply because they are over priced. Plus, if someone is really gonna be an ass and abuse tms to spam hyper beam (which I doubt anyone here would) then I would just dodge lel
As for move tutors, I believe you will also need to pay a decent price to receive training. Maybe every tutor can be used once a week? Would make sense considering they probably require a few days to train a Pokémon and they might want a little break. Could also just be their policy. Also, if two or more people want to use the same tutor at the same time, could the tutor just train all the Pokémon together?
I think it’s basically a tutorial that plays in the pokeball lol. And when is uploaded into the pokeball, it cannot be removed. At least that’s what I personally think.
I have no issue with my obtainment, just tm’s being reusable : P

And in Fire Red Leaf Green when TM are used you see the pokemom put the disc to their head and absorb the knowledge or something
Hm. I prefer gen4 behind. Because it encourages diverse tactics and other moves to give to pokemon to make your team more colorful
Only a rookie or a moron would like teach the same strongest moves to all their pokemon, a team where every pokemon has Hyper Beam would not be optimal
Regardless, i think it would be the most beneficial. More diverse and more unorthodox tactics the better

The first 6 are decided, so we're really only choosing 2 among the 5-way tie, and maybe we fancy a flying gym.
@Grand Master Koop post the bios for that Flying Gym Leader first.
I feel that prices are shifty since we don't actually have anything in place to track our money.
However, I do really like your idea for the Move Tutors, Ash and Buizel trained at a Water Fall for like weeks to learn Ice Punch, so it sounds like a pretty solid way to limit the Move Tutor.
1-2 Egg moves also seems like a fair number.
I believe it plays a tutorial that the Pokemon can watch until they pick up on the move. Something like that.
This is why I wanted to implement the money system so that we could easily limit things like the Casino, Move Tutors, Department shops, etc.
I wouldn't use the same prices since I don't wanna pay for healing, but just jotting down what items cost and then keeping track of how much money you have isn't that hard.
I think Hydra's got the right idea on the move tutor, and we could use Shards & Heart Scales for them since those are fairly rare collectible items.
Move tutors have been shown in the anime when Ash taught his Swellow Aerial Ace amongst other instances
What I think is if you don’t have an egg move on your pokemon from the start you can’t have it later since you can’t just learn egg moves

Appearance: Standing at just below the average height for an adult human woman. She has long black hair which flows to her upper back tied in a ponytail. She wears a black lowcut top under a sleeveless red pirate cloak, red miniskirt with white ruffles, black fingerless gloves, black thigh highs under black knee boots and a red pirate hat. Has a necklace with a key stone on it and a ring on her right ring finger.
Personality: Extremely tomboyish, carefree and excitable, she is usually jolly and motivated about her goals and loves all things adventurous. She is merciless towards her opponents. Has an unexpected sweet side towards her husband.
Backstory: Grew up in a port town, Joline grew fascinated by the life of a sailor. She stated sailing the day of her 16th birthday and has been in love with the sea ever since. Met her husband on one of her journeys.

Personality: He is confident and forward.
Backstory: He crashed on the deck of Joline’s ship one day and had a battle with her. She defeated and captured him.
Personality: laid back nature, gets fired up during battle.

Backstory: Ran into Joline when she was just a fletchling while the trainer was getting ready to set sail.
Personality: Sweet and caring, curious.
