DPPt/HGSS Battle Tower

Well I think I'm going to do the 3 on three Battle Tower. I'm good at evaluating other people's teams but not my own. I may need to rebreed and such, but this is my planned battle tower team. Oh yeah I don't like status inflicting moves much. These are some pokemon I plan on using.

Buizel (Will not evolve.)
Relaxed Nature
Swift Swim
Swift
Iron Tail
Brine
Ice Beam

Believe it or not my Buizel has higher Special Attack then Attack.

Sparky/Raichu
Naive Nature
Static
Thunder
Thunderbolt
Slam
Strength

Yuck, 2 normal type moves and two electric type moves

Drapion
Sassy Nature (I have a load of other natures though)
Sniper
Leer (...)
X-Scissor
Aerial Ace
Brick Break

Wow. Leer. Need a replacement for that.

Also, I will need to rebreed all because they are somewhat far along, which makes EV training currently impossible. >>

Raichu looks like a mixed set would do wonders.

-Surf/Grass Knot/HP Ice
-Return

Thunderbolt for some STAB.
Brick Break to get around Steels.
Surf Grass Knot and HP Ice all hit Ground-Types.
Return for a good last move attack.

Buizel can use Water Pulse and Surf over Brine. Just some options there.
Hmmm...Seeing what HP it has might be worth it. Otherwise, a mixed set is also desirable. Wonder if you would go for that though....

Cross Poison and Night Slash are STAbed and have high Critical Hit Ratios and combined with Sniper, boy, some firepower there.
Brick Break and Earthquake hit Steels and give coverage.
Elemental Fangs have got some coverage as well. Most notably Ice Fang hitting Ground-Types.
Swords Dance can boost those attack as well.

This might help, dunno if it will though.

The Drapion is not on a high enough level to learn Cross Poison yet. What level does it learn Cross Poison on? I have about 5 legit Drapion and about 3 Skorupi so i'll likely have the correct Nature. How do you get Surf on Raichu without PBR?
