The rules address the subject of fanmade Pokemon. Before bothering staff with questions, read the rules and see if they haven't been answered yet. You're supposed to read the things before posting anything in the RP boards anyway!

You're going to have to be more specific. Which fake evos/pre-evos specifically? Who made them?

Sorry, you can't use that one or anything else by that artist. pequedark-velvet clearly states in their FAQ that they do NOT allow the use of their creatures in other people's projects like this.
