That sounds like a massive undertaking – what you're really asking for, rather than just a way to tag lots of people at once, is an entire groups system. You'd have to also figure out how these groups might work – I don't necessarily want folks adding me to a group without my permission, for example, and nor do I want people abusing a group tags feature to tag hundreds of people at once.

it's a pretty good idea, but it'd need a lot of thought to make work properly.

To be honest, I'm not sure I'd want to give away the ability to tag even eleven people at once – it sounds ripe for abuse. That said, the concept of groups is a good one for a variety of different reasons, so there's maybe some legs in that idea.
